This may seem like a bit of an overreaction, but I can kind of
understand....5.9 is a decent quake, and especially so in a place not used
to quakes, and perhaps not with the building codes as stringent in SF or
other quake prone places. Aftershocks, which can be as strong as the
original, could pose a danger.
