It would not be that hard. Up to 2000, they could have purchased all sorts of 
different microbes either in europe or in the US. At the time there were 7 or 8 
companies in the US alone who could have sold them the reagents. Moreover all 
sorts of pathogens in this region have natural reservoirs in the area. So with 
a bit of diligent work you could dig up a nice anthrax sample.
