I laid out what I figured was the plan for the Middle East years ago. Use Iraq as a wedge in the Arab world. Spur the idea of democracy. Then divide and conquer. Take a look at this 2009 Brookings report called 'Which Path to Persia?' to get a sense of the current thinking about Iran.
