Is this why they are going to spend $320 million on a new system? Because
the new system they just got is worthless? Or do I have the wrong
governmental agency?

Just got a notice from our accountant:

TAX REFUNDS ARE DELAYED

Over the past couple of years, the IRS has been in the process of updating
their computer systems.  This year was supposed to be their first full year
in operation with the new systems.  As with any computer changes, they have
been experiencing some technical difficulties from the very beginning.  We
received official word on Saturday that the IRS is switching back to their
old system until they can work out the bugs.  This means that tax refunds
will not be getting out to you according to the original schedules.  They,
of course, do not give any kind of timeline as to when they anticipate full
operations.  Just be aware that your federal refund will take longer
getting to you than normal.
