No you wouldn't need to use the website.

You would code the link at the bottom of every message that would send the
notice to the database.
You could insert in the same position at the bottom/top of the message how
many likes the message got.

A webpage would probably have to open at some stage to actually register
the like, though I suppose.
But everything could be initiated, and seen, from the email itself.
