There's a core branch of US government called the "judicial branch" who purpose 
is to provide an avenue for citizens to "dispute the law" as you put it.

In this particular case, the question is whether fractional ownership 
constitutes private or commercial aviation as each is taxed differently.  The 
federal government contends that fractional ownership is commercial while I and 
others would say its private.
