Is it a throttling issue or a mismanaged node issue? A lot of times they over-hedge the capacity of the nodes and put too many people on a node, which ends up giving reduced bandwidth when people are using it. Or it could be throttling. I noticed Comcast doing tht with Netflix. Every time we would watch Netflix, it would pause to cache data every so often despite supposedly having a 30mb pipe available.
