Until I see an actual House Resolution # and section/paragraph references I look at all of these statements as "floor banter"... that is crap that politicians throw out as media sound bytes from the floor of the House.
And yes, they stand on the floor and lie there butts off, both sides do, since none of them are sworn to tell the truth in the chamber. They can take any bit of innuendo or inference and bend it so far it'll look like a 9 strand braid! Yes, I searched for something with a reference. No, I didn't find it.
