I do. 1) When presented with the need to spend taxpayer's money, always ask why. Amtrak needs a bail-out? Why? If the management currently in place cannot function under the existing budget and revenue, find out why. Don't just throw money at it.
2) When a bid is submitted, require the vendor to justify every penny of the cost. Wanna charge a billion dollars to pay 100 miles of road? Give me the cost breakdown per mile - materials, labor, overhead, profit. Example: A news story today about a new radio system being put in place in San Francisco at the cost of 70 million dollars. Based on what I know about the current technology, there is absolutely no way to justify that cost. So why? No one in government ever asks why - they just nod and send the request up the food chain until someone writes a check. I've reviewed enough proposals over the years to know that the majority of the figures are pulled out the thin air, and the majority of the cost goes into someone's fat pocket. $618 million dollars for an airplane we don't even need.
