I think it's way overboard. It should take something special, and should only be for valor.
Meritorious awards are basically "thank"s for doing your job". I like the marines ethos on awards and badges and uniforms. You have the be very special to get anything different than any other marine. Airborne and scuba are the only real badges, and the CAR (combat action ribbon) is awarded to every marine who actually fights, regardless of job title. I got an AAM as a POG private for basically taking out the trash during an excercise. I got an AAM as an Infantry Specialist for a deployment award for Afghanistan. How are those equivalent?
