Speculation is fun. I'm going with either: - anti government protestor of some kind or - some nut who's grievances don't really make sense, and who hatched this idea based on the olympic bombing of 1996.
I'm guessing it will turn out to be the latter...some nutball who's pissed off at all sorts of weird things....and who just happened to live in Boston so those poor people had to suffer his delusions.
