Perception is only everything if you are willing to base your decisions on political or media spin instead of facts. The Bengazi massacre was heavily spun by both sides.
IMO, this was a botched CIA mission, and Petraeus paid for the screw-up by being removed due to the "sex scandal". The timing of the scandal was just too convenient.
