You seem pretty confident that someone who spends several hours waiting in
line to apply for one program would not also apply for any other programs
for which they are eligible. Do you have any evidence to support that
beyond asserting that the study is biased? Section 8 is actually not
usually available but the income limits for Medicaid for individuals are
quite low so the assumption is actually quite reasonable as to the other
programs
