What makes more sense,

Small groups that barely have enough money to pay their workers salaries,
are pooling their money in a massive conspiracy with all but a few of the
climate scientists to kill the world's economy.

Or

Large Energy and dirty industrial companies are spending a small portion of
their massive profits, to bribe or coopt whomever they can to protect their
profits and limit any future liability.
