That is my understanding as well, although I've not actually been to Folsom. Many friends who have gone, but I've not made the pilgrimage.
Portland's Pride parade is a mellow enough affair that I let my 6 year old daughter be in it. Many of the night-time events and the events during leather pride week are entirely different.
