If it is fusebox, probably in a file named app_globals.cfm

Does no application.cfm mean there are no cfapplicaton tags either? I
don't believe it's possible to use client variables without a
cfapplication tag...iirc CF throws an error if you try.

I'd do an extended find for a cfapplication tag hidden somewhere. That
will tell you where the client variables are getting set.
