No, they're not tapping into it through MSN Messenger. It is a completely
seperate service intended for system notifications from the network. Try it
yourself. At a command prompt, type:

 net send 127.0.0.1 "Hi"

Replace the ip address with any IP or a machine's network name and you
suddenly are annoying people.
