haha I bet you haven't done this.... Do the cheta code to make the time go faster (you can do it up to 3 levels). After you do the third level, everything goes REAL fast as if you were playing the game fast forward. Make sure u are in 100% health and are loaded with weapons. Then, turn off the volume. THen play the Benny Hill THeme song (Yakety Sax), turn it up loud. Shoot a few cops, and run and a bunch of them run after you. It looks like the Classic "Benny Hill CHase" ahahahaha. I wish ROckstar would have used them as a commercial haha.
