Well, since a tyrant government would seem to (by definition) determine
what's legal I would say "No".

If the government isn't tyranical but merely annoying then perhaps
they're might be a way.

For example in the US our government is merely annoying.  We could, if
we got off our lazy asses, vote any government we liked in office.

However we could never, legally, eliminate the constitution.  This would
be "overthrowing the government" but again, you'd be eliminating the
thing that determines legality.
