In a way its a tossup. I remember seeing some accident stats about Virginia a couple of years after the legislature passed a helmet law, deaths were way down, but paralyic injuries (where the individual is fully or partially paralyzed because of the accident) was up by about the same proportion. The public health person I talked with about it, attributed the increases to how hemets are designed. They essentially turn the head into the end of a momentum arm. While the head is reasonably protected, the neck isn't, and so more paralyic injuries. She suggested that equivalent protection for the neck would be needed. Eventually bike riders will be more armoured than 15th century knights.
