Possibly racism in housing, but there's a whole host of factors. Economic
stratification, parents not wanting kids to be bussed long distances (on
both sides), self-segregation as social unity (on both sides), school funds
being tied to property taxes, classroom sizes, Affirmative Action programs,
voucher systems, etc...

Segregation is a much more complex issue than just racism.

The article is interesting in that it points to an effect, but we don't know
what it is being affected by.
