$10k isn't unreasonable for some basic development.  I doubt they want
something thunderously gigantic.  However, I'd also ask how far they
expect that $10k to go - If that's the site budget for the fiscal year,
you may need to factor in a year's worth of hosting charges, domain
registration, bandwidth, etc.
