Is it under svchost or something?  which specific EXE file is consuming the
large amounts of processes?

  Using the tool that Josh recommended, it looks like something actually in
  the kernel is eating that 25%. Corrupt kernel? I dunno, but at this point
  it's more than I can fix and I think a reinstall is now in order.
