I would choose an Embarcadero tool over any other.  I know these guys and
their attention to user needs.  The company itself has undergone a major
transformation toward top-notch customer service and responsiveness to
product enhancement requests over the past couple of years, and I'm very
impressed.

Give them a call and make sure to ask about package deals and cross-platform
licenses, because sometimes you can get a superb deal on the perfect mix of
tools and platforms for a very nice price.
