Senior CF programmer here, living in SF. It doesn't really cost me more to live here than it did in my last location, however, here I have 400 square foot studio apartment with one tiny window overlooking an alley, and there I had a 4 bedroom house with 3/4 acre yard.
I haven't encountered an abundance of CF programmers here in SF, although there are several extremely good ones. They don't work cheap, however. That rate seems low to me, but I have a hard time getting motivated to even wake up for an annual salary that doesn't have 6 numbers to the left of the decimal point. YMMV.
