Actually, it's not really strange.  It's pretty common, in fact.  What it
means ultimately, is that the developer will most likely get a lower hourly
rate so that both eCore and tekSystems get paid.

By the way, I think I know who this client is, so if you are interested in
this position, let me know OFF LIST and I can tell you about them.
