Sorry to be a bearer of bad news for your programmer, but NT runs cgi very
well, there is a specific version put out by www.activestate.com for the
win32 platform.  It is a little more efficient on a Unix based platform, but
it is just inefficient in these modern days of ASP and Cold Fusion.

The moral of the story is the need is to drop cgi not the server as it will
handle it just fine.  Just remember no matter what platform cgi and perl
scripts are probably the most hacked type of application of all.
