You should know things like this. It's the basis of how the job will be
done.

Well, should I mention the panties? :) Seriously though, how can we tell
you in "intimate" detail what qualifies us for a job you don't know much
about yourself?

"Let me know if you've ever worked on a high profile ecommerce 
site."

What defines "High Profile"? I've personally worked on some high-profile
sites, but unless you are a runner or a naval type person, you probably
don't know them.

"Don't forget to include your hourly rate or if you bill on a per 
project basis."

This is where I suspect that you are getting most of your problems from.
Again, how can I tell you how much I would bill if I don't understand the
project or if it will turn into full time or any details to make a
decision. It's like asking a taxi cab driver how much the fare will be
before telling him where you are going.

I hope you find the person you are looking for. Sounds like someone who is
willing to work for under market value that you can heap problems onto and
they won't complain. Good luck.
