You DO need X, if you install a server with no X windows stuff, it won't work. I have a vague recollection of also needing an x11-compat package on Fedora. The dependency is a JVM issue and not CF as such as well. I found some of the supporting utilities that come with the JVM wouldn't work until this set of libraries are installed.
