Yes you are correct,

I did create a user yesterday and attempted to perform the install again
(this user had a /bin/bash shell as documented) I received the same
error in the installation.  I also changed the host from "localhost" to
"127.0.0.1".

If I recall correctly, Verity requires a shell, so you have to use an
account that has a shell.
