What platform?  If Linux/Solaris, A required environment variable (or two) may be missing or incorrect.
 
Usually, updating the start script with the environment that the command-line client uses, does the trick.

Merant, Progress, and Openlink all have drivers for progress databases.  We looked at this in the past, but didn't end up needing it.
