Is this a http connection or https? If https then you may need addtional steps - such as security policy set up etc. In general, firewall issues can be complex - in some cases you must work with the ISP, and they are typically reluctant to divulge any information that may breach security. If you can divulge the URL, I may be able to do some remote tests myself.
