Since they are distinct and well-defined, I agree they need different
standard names. I notice we also have an existing standard name
  toa_bidirectional_reflectance
Perhaps yours should include "bidirectional" as well, for clarity and
consistency?

Good. I think this is the right approach, but I'd suggest unlccs_land_cover
(or faolccs_land_cover) because
* "un" (or "fao") would indicate it is specific to a particular scheme.
* it resembles the existing name isccp_cloud_area_fraction.
