Hi Nan,

I am definitely NOT trying to replace the flag_values and flag_meanings 
attributes - the Conventions attribute would be in addition.  It's more formal 
acceptance of what is becoming a de facto practice that I'm after.

As far as I know, there is nothing to prevent you from having Conventions 
attributes other than the global one.  Only the global attribute is part of CF, 
but you could certainly implement similar syntax in Conventions attributes for 
multiple variables.

Or are you looking for more of a formal acceptance of a variable- level 
Conventions attribute?

You're not proposing to replace the flag_values and flag_meanings attributes 
with this reference to an external QC flag convention, by any chance? That 
would be a difficult step.
