I tried both passive="yes" and passive="no" and got the same 
"java.net.ConnectException: Connection refused: connect." message. To make 
matters even more strange, it doesn't look like ICF is turned on. 

I then tried some java-based cfx_ftp tags, and they didn't work either, giving 
a socket error.
