To add to what has already been said: It is very likely that your local CF server is installed under the main root/adminstrator/system account which will give you access to every file on the server. It is likely that as a security precaution your live server is installed and running under its own user with restricted access to read/write/edit/delete files from certain areas. You may need to ask you host to give that user access to write to your uploads folder.
