Also,I think the best way to do that is using network equipment, like router
or firewall, of course if you can access to it.
Also maybe if you can get a list of IPs by countries, you probably can use
contains instead of EQ (if remote_addr contains('10.10.')) which is more
flexibale from that point I think.....but anyway control access better use
hardware......
