Unfortunately, this is a serious case of 'it depends'

Can you describe how you want the data output to look?

Are you going to list every test and the test taker's scores on one view, or
just one test taker per view, or just one question per view, or all test
takers answers to one question per view?

How is this app/report going to use the data?
