If you really have:

<cfoutput query="Recordset1" startrow=#Repeat1_StartRow#
maxrows=2Repeat1_NumRows#>

then start by sorting the formatting out:

<cfoutput query="Recordset1" startrow="#Repeat1_StartRow#"
maxrows="#Repeat1_NumRows#">

Does that fix it?

If not, output Repeat1_StartRow and Repeat1_NumRows and see if they're the
values you think they are.
