I could definitely go that route and just do this via the file system but I was 
trying to create a more secure repository, not to mention historical changes 
and be able to access previous pdf's.

I have had some success with rather small files but for no rhyme or reason some 
work and others don't. Basically I can get a few under 70k to work and then one 
540k file to load to the database and then successfully retrieve. But then I 
have other 74k files that just won't retrieve successfully. It's just hit & 
miss, and I'd love to understand why LOL!

I did check the administrator settings and even tweaked them but no difference 
was observed.

I'll continue to iron this out today, but then I'll just cut bait and proceed 
ahead with File System retrieval and store just the path in the db.
