No, RDS is part of CF and certain versions of JRun. You can't use RDS on a
server that doesn't have either CF or JRun. You can, however, turn off the
CF service itself and leave RDS running - at least, that works with CF 5 on
Windows. I'd recommend that you find another way to edit remote files,
though.
