The technote author just means having debug enabled in the ColdFusion 
Administrator Debugging page, nothing more.  The memory leak is observable 
under heavy load, the kind of load you really only get in production.  Normally 
its recommended to not have debugging enabled in production, but for some they 
must enable it anyway due to their interal policies.
