I can't help you (for two reasons - busy as a beaver and I have not had to get too deep into the CFMX 7+ server, since I host sites in a shared hosting environment for personal/side work and have an IT dept that handles it inhouse for my day job.)
What I read in that email was basically your host blaming CF because he does not know it (and really blaming CF because a Microsoft OS security update broke it, and he doesn't know how to fix it). I would find a hosts that sells CF hosting, since they will have the current expertise to keep you running. I use CrystalTech for all my current hosting. Some people have had problems with them (according to the interminable threads on the topic), but I and everyone I know has never had a problem with them. Ever. (Of course, AZ local time throws me off at times). But there are literally dozens of hosting companies that thrive on Cold Fusion hosting. And I can't believe godaddy would just have added cf hosting as an a-la-carte 1.95 option if it was hard to install, administer or was flawed.
