I'm not sure if you can replace CFMAIL, my guess is no, at least not easily.


What you can do is write a cf_mail tag and force users to use that somehow.
You can also install ims mail (even the lite version), and they have a
cf_mail tag that you can use exactly like cfmail, just adding the underscore
where necessary.  

This will require your users to change their code though, so might not work
for you.  But you can edit the cf_mail.cfm file that comes with ims and put
any security checks, logging in there.
