Good question. I thought that there was some way to do it in the
administrator but when I found the drop-down I was looking for, it was
to set the default character set for email. Your plan sounds like a
good one, though. Change the general default email character set under
Settings>Mail to the default that you want, backup the XML file, and
then change the default to the same text as the email default.
Changing the email default first should give you the exact text that
you would need to use in the other default.

As long as you back up the file and you aren't trying to do this in
production, it certainly couldn't hurt to try. It sounds like you are
just looking for confirmation that this is a reasonable plan and it
does seem reasonable to me. :)
