country really has nothing to do w/language let alone encoding--i take it you 
really want language. if that's the case, your best bet going forward is to 
take 
the time now & change everything to unicode & use just that encoding. it is a 
very bad idea to have multiple encodings in one application.

yes, "just use unicode".

main page & included pages must have the same encoding. [see i m setting an 
encoding only in one file, which is getting included in my main page. If i need 
to do it in both the pages, then whats the point to have a include file ? ]

you don't really BUT it's a darned good idea for spiders, etc. or other dumb 
s/w 
that needs encoding hints.
