In the case of wsconfig.jar, any hotfixes that change this file actually
replace it entirely. In that sense, they are cumulative - it won't matter if
you applied the previous hotfix, because newer hotfixes will simply replace
that file anyway.

However, in general, hotfixes are not cumulative unless otherwise stated -
the ones that are, are generally called "cumulative" or "rollup" hotfixes.
