We had a situation where if we had to restart cf 6.1 on a box we would sometimes have to restart it a dozen times before it would stay running.
There was something screwy with the database connector and we temporarily solved this by unplugging the machine from the world while we restarted it. While traffic was coming in the db connectors were hanging and it seemed that they would overcome JRUN eventually causing it to fail. Blocking outside traffic gave coldfusion a chance to "get up to speed" so to speak. The long term fix was re-installing coldfusion, not what you wanted to hear I'm sure.
