How about email? any files lurking in the "undelivered mail" directory? (cfroot\mail\undelivered) That caused problems like you're having if there is something "bad" in that folder. Clean it out if there's anything there & see if it helps.
We had to build scheduled tasks to clean out our "undelivered mail" on a regular basis to keep this problem away.
