Since you are using CFSTAT this tells me you are running ColdFusion in standard 
mode not J2EE.  Which means you either chose to not install it in J2EE mode or 
could not because you only have CF Standard not Enterprise.  If you are running 
CF Standard Edition the question needs to asked to Adobe "Did you put a 
simultaneous connection limit on the Standard Edition for ColdFusion 9?"
